Jaugada, also called Jaugarh, is a ruined fortified settlement in Odisha’s Ganjam district. Its most important surviving monument is a set of edicts issued under the Mauryan emperor Ashoka in the third century BC. Cut into a prominent rock face near the ancient enclosure, the inscriptions connect imperial administration with the region transformed by the conquest of Kalinga.
The Government of Odisha identifies Jaugada as the state’s other major Ashokan rock-edict location alongside Dhauli. The texts are written in Prakrit using Brahmi script. They include major edicts and special instructions associated with administration in Kalinga, making the site valuable not for a legend about its name, but for direct written evidence of how royal policy was communicated.
